GTTCI and RVNL Sign MoU to Develop Infrastructure Across Six Nations

The Global Trade & Technology Council (India) and Rail Vikas Nigam Limited (RVNL) have signed a Memorandum of Understanding (MoU) to explore and develop railway and infrastructure opportunities across Uzbekistan, Kazakhstan, Kyrgyzstan, Egypt, Iraq and Saudi Arabia. The partnership creates a platform to connect India’s infrastructure expertise with priority development opportunities in international markets. 



RVNL, India’s largest railway PSU and the country’s third-largest Central Public Sector Enterprise, is a Navratna enterprise under the Ministry of Railways, Government of India. With extensive experience in large-scale railway and infrastructure development, RVNL has expertise across new railway lines, railway electrification, doubling and capacity enhancement, major bridges, signalling and telecommunications, metro systems, highways, port connectivity and multimodal infrastructure.


With an order book of over ₹1 lakh crore (approximately US$11–12 billion), RVNL brings substantial engineering, project management and execution capabilities to potential international infrastructure partnerships.


From a global diplomatic perspective, the MoU provides a structured platform through which embassies, governments and development authorities can engage with GTTCI to identify and present priority infrastructure projects for consideration by RVNL.


GTTCI will facilitate engagement between foreign governments, diplomatic missions, development authorities and RVNL, supporting the identification and preliminary evaluation of projects in railways, urban mobility, connectivity, logistics and other strategic infrastructure sectors.



Embassies and government institutions in the six identified markets can engage with GTTCI to communicate their priority projects, infrastructure requirements and development opportunities, which can subsequently be explored with RVNL through suitable government-to-government, public-private partnership, EPC, EPCM, EPCF and other applicable models.

The MoU was signed by Dr. Jaspreet Singh Bindra, Founder Board Member, GTTCI and Partner, GTTCI Infrastructure Developments, and Mr. Baldev S. Jaryal, Executive Director – Business Development, RVNL. 


The agreement also provides for a joint Steering Committee to oversee implementation, review progress and facilitate coordination between the two organisations. 


The GTTCI–RVNL partnership marks a significant step towards building international infrastructure partnerships, facilitating diplomatic engagement and strengthening India’s role as a trusted partner in global infrastructure development.
