Government of Telangana and GTTCI Trade Chamber Sign Strategic MoU to Advance Thorium-Based Clean Energy in Telangana


A Major Collaboration Announced at Telangana Rising Global Summit 2025

The Telangana Rising Global Summit 2025, held at Bharat Future City, marked a landmark moment in India’s clean-energy transformation with the signing of a strategic Memorandum of Understanding (MoU) between the Government of Telangana and GTTCI Trade Chamber. Signed on 9 December 2025, the MoU outlines a comprehensive framework to develop thorium-based clean-energy technologies and associated industrial ecosystems in Telangana.


This landmark MoU was signed in the esteemed presence of Hon’ble Chief Minister A. Revanth Reddy and Hon’ble Deputy Chief Minister Bhatti Vikramarka Mallu Garu, whose gracious blessings and insightful guidance elevated the significance of the occasion. Both leaders reaffirmed the Government of Telangana’s complete support for the successful execution of this transformative clean-energy initiative, reflecting the State’s commitment to fostering innovation-driven, future-ready development.


TGREDCO, the state’s nodal agency for renewable energy, E-Mobility, and energy conservation initiatives, was represented by Smt. Anila Vavilla, VC & Managing Director. GTTCI Trade Chamber, a prominent trade and technology facilitation body working with global partners and committed to accelerating the global shift towards net-zero emissions, was represented by Dr. Rashmi Saluja, Chairperson.


The execution of this MoU will be undertaken under the guidance and supervision of Mr. Navin Mittal, IAS, Principal Secretary – Energy, ensuring coordinated implementation across all relevant departments.

The MoU focuses on developing Thorium Mining and Resource Development, Small Modular Reactors (SMRs), Thorium-Based Advanced Clean Energy Technologies, and the creation of related industrial, technical, and knowledge ecosystems in Telangana. These initiatives align directly with the Telangana Clean and Green Energy Policy 2025, reflecting the state’s ambitious vision to lead India’s transition toward advanced, sustainable energy solutions.


By leveraging thorium — a promising, efficient, and safer alternative to traditional nuclear fuel — the partnership aims to accelerate innovation, strengthen clean-energy capacity, and establish Telangana as a frontrunner in next-generation energy technologies.

GTTCI Trade Chamber

  • Lead the development of thorium-based and SMR-focused clean-energy ecosystems.
  • Coordinate with International partner for scientific and technological cooperation.
  • Facilitate feasibility studies, techno-economic assessments, and capacity-building programmes.
  • Mobilise global investments and strategic partnerships to support project execution.
  • Provide advisory input across regulatory, financial, and planning aspects.
  • Ensure adherence to technical, environmental, and safety standards.
  • Engage national and global experts for comprehensive project structuring.

TGREDCO

  • Facilitate approvals for thorium mining, SMRs, and related clean-energy infrastructure.
  • Extend incentives and benefits under the Telangana Clean and Green Energy Policy 2025.
  • Support all required permits, clearances, and infrastructure allotments.
