Uzbekistan is rapidly transforming into a business-friendly hub, implementing powerful tax, administrative, and technological incentives to fuel economic growth and attract global investors. If you are an entrepreneur looking to expand, here is how the country’s latest economic reforms can give your business a distinct competitive edge.
Long-Term Tax Stability
Uzbekistan has extended stable tax conditions, guaranteeing that value-added tax (VAT) and corporate income tax rates will remain unchanged until January 1, 2028. This extension gives companies the predictability needed for long-term strategic planning. Additionally, the standard corporate income tax rate remains at a highly competitive 15%.
Targeted Relief for Core Sectors
To support vital, labor-intensive industries, the government has slashed taxes for specific sectors through 2028:
- Textiles, Footwear, and Leather: Eligible businesses benefit from a dramatically reduced corporate income tax rate of just 2% and a social tax rate of 1%.
- Public Catering and Restaurants: Corporate income tax rates have been cut by 50%. Additionally, these businesses can recover between 20% and 40% of their paid VAT, depending on their share of cashless transactions.
Support for Small Businesses and Inclusion
Individual entrepreneurs with an annual turnover under 1 billion soums, along with 13 categories of self-employed individuals, enjoy a turnover tax rate of only 1%. Furthermore, manufacturing firms that actively hire individuals from low-income families receive a preferential 1% tax rate for both corporate and personal income taxes.
Seamless VAT Transitions
To ease the burden on growing enterprises, businesses transitioning from a basic turnover tax to the standard VAT framework for the first time receive a one-year corporate income tax exemption. During this initial 12-month period, the government waives financial penalties for registration compliance errors. Additionally, the state covers accounting service costs for up to six months, providing a subsidy equivalent to 3.5 times the minimum wage to ensure proper bookkeeping setup.
Automated Digital Compliance
The State Tax Committee is rolling out a fully automated compliance model to minimize red tape. Tax authorities are taking over the direct preparation of standard corporate property and land tax returns for legal entities, as well as personal income and social tax reports for individuals. Business owners are given five business days to review and apply any necessary corrections. Furthermore, a real-time invoice verification system assigns risk levels using artificial intelligence, standardizing processes to eliminate unexpected disruptions for law-abiding firms.
High-Growth Tech Infrastructure
The government is rapidly scaling its digital landscape under the “Talent Hub” initiative, aiming to drive IT service exports to $5 billion by 2030. Through this program, foreign tech specialists and international investors can remotely register an entity, open institutional bank accounts, and secure international credit cards. For IT Park resident companies, corporate tax exemptions apply, and the “Zero-Risk Program” provides eligible new members with up to 12 months of free office space alongside payroll subsidies.
Scaled Financial Relief
To improve cash flow for high-volume enterprises, the statutory threshold that triggers mandatory monthly advance corporate income tax payments has doubled, rising from 10 billion soums to 20 billion soums. Local administrative councils—including the Supreme Council of Karakalpakstan and regional assemblies—have also been granted localized authority to adjust regional land and water use tax coefficients, allowing them to lower rates by up to 50% to court new projects.
