New Delhi Declaration 2026: BRICS Sets a New Agenda for Global Cooperation


  1. New Delhi Declaration 2026: The New Delhi Declaration was adopted at the XVIII BRICS Summit in New Delhi, India, on 12 September 2026, under the theme “Building for Resilience, Innovation, Cooperation and Sustainability.”
  2. Strengthening BRICS Cooperation: BRICS reaffirmed its commitment to mutual respect, sovereign equality, solidarity, inclusiveness, collaboration and consensus, with cooperation across political and security, economic and financial, and cultural and people-to-people pillars.
  3. India’s BRICS Chairship 2026: India’s Chairship focused on practical, actionable, inclusive and people-centred cooperation, with more than 400 meetings and engagements across 30 cities involving governments, businesses, experts, parliamentarians and other stakeholders.
  4. A Stronger Global South: BRICS emphasized the importance of Emerging Markets and Developing Countries and Least Developed Countries having greater representation and participation in global decision-making.
  5. Global Governance Reform: The Declaration called for a more representative, democratic, transparent and accountable international system, including comprehensive UN reform and reform of the UN Security Council.
  6. Reforming Global Financial Institutions: BRICS advocated reforms of the Bretton Woods Institutions to provide greater voice and representation to Emerging Market and Developing Economies in international financial decision-making.
  7. Strengthening Multilateral Trade: BRICS reaffirmed support for an open, transparent, inclusive and rules-based multilateral trading system with the WTO at its core, including restoration of an effective two-tier dispute settlement mechanism.
  8. Resilient Global Supply Chains: The Declaration highlighted the need for reliable and resilient supply chains and encouraged developing economies to participate in higher-value segments of global manufacturing and production.
  9. Empowering MSMEs: BRICS recognized MSMEs as important drivers of inclusive growth and emphasized internationalization, affordable finance, trade finance and greater participation in Global Value Chains, including through the Jaipur Consensus on studying an invoice discounting mechanism.
  10. Startups and Industrial Innovation: BRICS welcomed initiatives such as the BRICS Incubator Network, consideration of a BRICS Startup Innovation Fund, technology transfer, industrial parks and deeper cooperation in Industry 4.0.
  11. Science, Technology and Digital Transformation: The Declaration strengthened cooperation in Artificial Intelligence, quantum technologies, research infrastructure, digital public infrastructure, digital connectivity, research collaboration and digital skilling.
  12. Responsible Artificial Intelligence: BRICS recognized AI as a driver of economic growth and sustainable development while promoting safe, secure, inclusive, reliable and trustworthy AI governance and cooperation.
  13. Health Cooperation: BRICS prioritized universal health coverage, resilient health systems, tuberculosis, antimicrobial resistance, digital healthcare, medical products regulation, mental health, traditional medicine, nuclear medicine and collaborative health research.
  14. Food and Agricultural Security: The Declaration promoted resilient agricultural systems, food security and nutrition through initiatives including the BRICS Grain Exchange, AGRIN, farmers’ rights in seed systems, agroecology, regenerative agriculture and digital agriculture.
  15. Energy Security and Critical Minerals: BRICS supported diversified and sustainable energy systems involving renewables, nuclear energy, hydropower, hydrogen, fossil fuels and low-carbon technologies, alongside resilient critical-mineral supply chains.
  16. Climate Action and Resilience: BRICS reaffirmed its commitment to the UNFCCC and Paris Agreement, emphasizing climate finance, adaptation, disaster resilience, carbon-market cooperation and people-centric approaches.
  17. Connectivity and Sustainable Infrastructure: BRICS advanced cooperation on logistics, supply chains, urban mobility, sustainable aviation fuels and resilient transport infrastructure to strengthen connectivity and economic development.
  18. Financial Cooperation: The Declaration welcomed progress on the BRICS Multilateral Guarantees initiative, along with cooperation in fintech, sustainable finance, climate finance and financial safety mechanisms.
  19. Business and Women’s Entrepreneurship: BRICS promoted business-to-business engagement and initiatives such as the BRICS Solutions Awards and BRICS Women’s Start-up Awards, while supporting women’s access to finance, markets, technology and skills.
  20. A Forward-Looking BRICS: The New Delhi Declaration presents BRICS as a platform for deeper cooperation in trade, investment, technology, health, energy, food security, climate action and sustainable development, while extending support to China for the 2027 BRICS Chairship and XIX BRICS Summit.
